WTTA check: are you subject to the licensing duty — and will you be ready in time?

As a labour supplier, establish whether the WTTA licensing duty applies to you; as a hirer, what the act means for your contingent workforce. The check gives the scope outcome with its reason, a readiness picture across the four admission requirements or across your current hiring practice, and the recorded dates from registration through to enforcement.

Who it’s for

01Staffing and secondment agencies who must establish whether they need admission and how far preparation has come.
02Hirers with a contingent workforce who want to know what risks their current supplier and contract management creates.
03Procurement and compliance teams who must set up verification of their suppliers’ admission before enforcement begins.

What the tool does

✓ A scope check for suppliers on three conditions — supervision by a third party, commercial activity, and workers in your own employment — listing every unmet condition as a ground on an out-of-scope outcome✓ A scope check for hirers: external workers or hiring via an agency brings you within the act’s reach✓ A readiness picture across the four admission requirements — SNA certification, VOG, deposit and the internal framework — counting “in progress” as a half✓ A risk picture for hirers on contract management, verification process and awareness of chain liability✓ The recorded dates: NAU registration from 1 November to 31 December 2026, admission applications until 30 June 2027, the register searchable from 1 July 2027 and enforcement from 1 January 2028✓ An action plan and reference material in the report: deposit amounts, VOG requirements, SNA inspections, validity period and the model clause for hiring agreements

Two sides of the same chain

The WTTA affects suppliers and hirers in different ways. A supplier needs an admission and must meet hard requirements for it: certification, criminal-record declarations, a deposit and an internal framework. A hirer needs no admission but will only be allowed to hire from admitted suppliers — and carries the risk if that turns out not to be the case. Both sides therefore share a deadline but face very different preparation.

The check serves both routes and sets the outcome against the calendar. For suppliers the NAU registration window runs to the end of 2026 and the application period to 30 June 2027; for hirers the register becomes searchable from 1 July 2027 and enforcement starts on 1 January 2028. The report records your outcome, your readiness and those dates with tool version and dataset vintage, so a reassessment stays comparable later — and so it is visible which state of the rules the outcome rests on.

Frequently asked questions about this tool

How firm are the dates given?
They come from the tool’s source data and have not been verified against an official publication. The WTTA timeline has shifted before, so check the current dates with the NAU before steering on them internally. The report states the dataset vintage the dates come from, so it stays recognisable later which state you relied on.
Which grounds does an out-of-scope outcome give?
Every condition you fail, each as its own finding: supervision by a third party, the commercial character and the employment relationship with the workers. If one condition fails you see one ground; if several fail you see them all. The number makes no difference to the outcome; for assessing your situation the full picture does matter.
Is the readiness percentage an assessment by the NAU?
No. You indicate per requirement whether it is complete, in progress or still to do; “in progress” counts as a half. The percentage is therefore your own status, not a judgement on your file. The dashboard is also shown when the scope check comes out as out of scope — you can then read the requirements as preparation.
What does an admission cost?
The report gives the application fee and the annual contribution as indicative amounts, noting that they are indexed annually and that the source cites no official publication. The deposit is included too: a higher amount for existing suppliers and a phased amount for new entrants. Use them as an order of magnitude, not as a quotation.
